Sheriff Clarifies Ringgold Communication Woes

On Friday, I spoke with Sheriff John Ballance about the KTBS news article that the Bienville Parish Journal published entitled “Ringgold Experiencing Phone, Internet Woes Following Crashes.” Sheriff Ballance said, “Through today’s advanced technology and sometimes through weather issues and human error, hiccups occur. We have to continue services to the citizens of Bienville Parish no matter the circumstances.”

The Sheriff clarified the communications issues and provided the following information:

As we all know, Bienville Parish is 822 square miles of mostly rural area. The two largest towns in Bienville Parish are Ringgold and Arcadia. Arcadia is the Parish Seat and where the Bienville Parish Emergency 911 Center is operated by the Bienville Parish Sheriff’s Office who dispatches for all Fire, EMS, Police calls that come in. This Emergency 911 Center is where all 911 calls for Bienville Parish are received and dispatched from. The Dispatch Center in Arcadia is the primary dispatch location, and the Ringgold Substation does not receive any 911 calls. The Ringgold location serves as a secondary dispatch location and assists the Arcadia location with dispatch for the Ringgold Police Department and other communication functions for the Bienville Parish Sheriff’s Office.

Sheriff Ballance provided the following timeline of events:

  • Thursday January 13th 9:00 AM – the Bienville Parish Sheriff’s Ringgold Substation reported not being able to get on the internet. The internet service provider, ArklaNet was contacted, and it was determined that the internet connection was still in place and that it was in internal equipment issue. On Friday 14th 8:19 AM the Hi Tech Solutions, the IT contractor for the Bienville Parish Sheriff’s Office was contacted and at 8:28 AM the problem was resolved and connectivity was restored.
  • Friday January 14th 7:57 AM – MVA Rollover occurred on Hwy 371 south of the Town of Ringgold. This wreck caused damage to a Century Link Box which knocked out phone service for the surrounding area. Century Link was advised by the Bienville Parish Sheriff’s Office of the damage and had a technician in route.
  • Monday January 17th 4:37 PM – The Louisiana Wireless Information Network (LWIN) is the Louisiana State Agency that handles the 700 MHz system that the Bienville Parish Sheriff’s Office as well as other emergency response agencies in Bienville Parish. On said date and time, they contacted the Bienville Parish Sheriff’s Office and notified us that the 700 MHz tower that services the Ringgold area was out of “Wide Area Operations” for unknown reasons. This would hinder radio communications in the area of Ringgold.
  • Tuesday January 18th 2:52 PM – LWIN notified the Bienville Parish Sheriff’s Office that AT&T Technicians were working on the issue with the Ringgold 700 MHz Tower.
  • Tuesday January 18th 7:19 PM – LWIN notified the Bienville Parish Sheriff’s Office that the tower was back in Wide Area Operations and a Telco issue had been resolved.

Teddy Allen: Confessions of a ‘Jeopardy’ Deadbeat

“And the answer is: What do you call a person who has no chance of correctly answering more than three questions, tops, on any single episode of Jeopardy!?”

“What is a Jeopardy! Deadbeat?”

“Correct! The judges would have also taken ‘What is Most any Normal Person?’”

No one is in jeopardy of me beating them on Jeopardy!, four decades old and the most-watched TV game show of all-time. The questions — or answers, if you prefer — are cast-iron tough. Harder than an acre of ash.

There is every reason to watch Jeopardy! and one big reason not to. What I hear most is, “It makes me feel stupid.” Legit response. Makes me feel more stupid. I passed feeling stupid a long time ago.

But … to those using that excuse, we offer this:

Consider an attitude adjustment. I know going in I’m not the most mature apple on the tree, so when I watch, it’s with low expectations. Extremely low. Barrel-bottom low. Again, me and millions of other stupid people have made it the most popular game show ever.

That anyone can ever actually win a match, even one, is what makes the current goings-on all that more confounding. The show’s reigning champ isn’t just beating people, she’s destroying them. Sherman through Georgia. She’s the game show equivalent of football’s 1970’s Pittsburgh Steelers.

A historic champ is Amy Schneider, a 41-year-old engineering manager from Oakland, Calif., who after Monday’s just-another-day-at-the-office rout had won 39 consecutive matches and moved into second place all-time and all by her lonesome.

She’d also pocketed $1,319,800. Hello.

She’s still way behind all-time champ Ken Jennings and his 74 straight wins. If she were chasing Joe DiMaggio’s 56-game hit streak, she’d be around 30. Lot of pitchers left to face.

That said, Schneider’s got game. Monday alone, she answered questions from the categories of, among others, Government Agencies, Bodies of Water, The Crusades, Rhythm & Blues, Roman Life & Culture — quite the varied array.

As usual, she won by $10,000 — and that was after losing $25,000 in Final Jeopardy. LOST 25 large and still won by 10.

Some of Monday’s answers/questions, with the correct response in parentheses. Good luck:

“Moses’ mom put him in an ark made of this plant?” Me: “Reeds!” (Bulrush.) Dang! I KNEW I had that one …

“The mission of BLM, short for this, is ‘to sustain the health, diversity, and productivity of the public lands.’” Me: “What is the Big Land Machine?” (Bureau of Land Management)

“Croatia’s border rivers, the Sava & Drava, are both tributaries of this one.” Me: “Uh ….” (The Gulf of Sidra)

“Pope Eugenius III launched the Second Crusade in 1145 with ‘Quantum Praedecessores,’ one of these documents named for its seal.” Me: “No WAY there was a whole other Crusade after the first one. No livin’ WAY!” (The Papal Bull.)

My guess would have been The Mama Bull. So close…

The show airs 4:30 weekdays on ABC. Sometimes I’ll record it and, if I’ve had a good day, I’ll watch maybe 10 minutes, just to be humbled, just to remind myself that while a contestant is winning on Jeopardy! each weekday, I barely know the difference between the Gulf of Sidra and the Gulf gas station down on the corner.

Always felt I had a fightin’-man’s chance back in the day with Match Game. The Price is Right. Even Who Wants to Be a Millionaire. But Jeopardy! is a different animal. It’s always the windshield; I’m always the bug.

Village of Saline to Receive Additional $130,000 Loan to Replace Water Treatment Plant

Yesterday, the State Bond Commission met to discuss a host of items including the Village of Saline’s request to supplement their original DEQ loan in the amount of $635,000 that was approved by the State Bond Commission (SBC) on June 18, 2020 (L20-229) with an additional $130,000, bringing the total DEQ loan amount to $765,000. The original DEQ loan in the amount of $635,000 was issued on June 24, 2021. Proceeds are being used for funding the complete replacement of the waste water treatment plant that was originally installed in the 1980’s. Staff has been informed the cost of the project has increased, and DEQ has agreed to loan an additional $130,000 to the Village to cover the cost overruns of the project.

According to the State Bond Commission, “These bonds will be issued under the provisions of the Federal Fiscal Year 2018 Appropriation Act (P.L. 115-141), which provides capitalization grants to clean water revolving funds of Title VI of the Water Quality Act of 1987. The Appropriation Act requires not less than 10% of the amount of capitalization grants shall be in a form that allows “forgiveness” of principal, negative interest loans, or grants and not less than 10% of the amount of capitalization grants shall be used for projects to address green infrastructure, water or energy efficiency improvements, or other environmentally innovative activities.  The grants are to be deposited in the State’s Clean Water Revolving Loan Fund, established pursuant to LA R.S. 30:2301, et seq. However, State regulations do not permit the use of moneys to make grants as a form of subsidization and the Louisiana Clean Water State Revolving Loan (CWSRL) Fund Program, administered by the Louisiana Department of Environmental Quality (LDEQ) under the provisions of R.S. 30:2301, et seq., is not structured to make or administer grants. Therefore, the capitalization grants are being structured as “indebtedness” with the provision that upon approval by LDEQ, the indebtedness can be forgiven.

The LDEQ has formulated program guidelines, which essentially provides traditional loans, partial forgiveness loans, and 100% forgiveness loans. Staff has relied on the LDEQ Administrator to ensure the entity is a qualified applicant and meets all program eligibility requirements. Pursuant to a letter dated June 7, 2021, from LDEQ, the Village meets all program eligibility requirements and has been granted a 100% forgiveness loan. Due to the nature of the transaction, a coverage ratio was not completed.”

ORIGINAL ARTICLE

According to KTBS –  Police officers in the town of Ringgold say their dispatch radios are not working and phone calls are in and out after two crashes impacted phone line and internet service.  

Police dispatchers say officers are being called on their cellphones if there’s an emergency in the town. This is an improvement since before that Bienville Parish calls were being routed to the neighboring [town of Arcadia] for help.

“We only have one choice of service in this little bity town. If I call the fire department I expect to get someone from the fire department in Ringgold and not the fire department in Arcadia that has to dispatch somebody.” said business owner Pam Hoyle.

CenturyLink, the town’s phone provider, said it’s having some manpower issues which is prolonging getting things resolved.


LA Ranks Third in Nation for Emergency Broadband Benefit Enrollment Rate

Louisiana ranks third in the nation for Emergency Broadband Benefit (EBB) adoption, according to BroadbandNow research. More than 215,000 eligible households are receiving this benefit, representing hundreds of thousands of Louisianians with better, more affordable access to broadband.

Launched in February 2021 by the Federal Communications Commission, EBB provides a $50 monthly discount for broadband services to low-income households. Lack of affordability is one of the main pillars keeping Louisianians from reliable broadband, but the affordability gap will continue to narrow because of the EBB program and programs like it.

As ConnectLA traveled throughout the state, the organization made it a point to inform local stakeholders about programs like EBB to help Louisianians attain and afford the broadband they need.

“The affordability aspect is extremely important to ConnectLA, which is why we pushed EBB so much to municipalities as well as individuals,” said Veneeth Iyengar, Executive Director of ConnectLA . “We had great support and alignment among the Board of Elementary and Secondary Education, the Board of Regents, municipalities, superintendents, local broadband teams, stakeholders, and so many more, which was a main component to Louisiana’s success in EBB enrollment. We want to thank everyone who joined us in this effort as it is so important for our state.”

Congress recently passed the Affordable Connectivity Program that will replace the Emergency Broadband Benefit program in 2022. However, those enrolled in EBB as of Dec. 31, 2021, have a 60-day transition period when they can keep their monthly discount while enrolling in the new program.

EBB enrollment nationwide reached 7.1 million households in November of 2021. This is up from 6.1 million in October.

Additionally, two proposals have been submitted to ConnectLA’s Granting Unserved Municipalities Broadband Opportunities program by Altice and AT&T.

The total funding request for all the applications throughout the state is $440 million, with $711 million in total project costs and an average of 40% of total project costs in matching funds. With applications coming from 58 parishes, this figure represents requests for broadband projects in every corner of the state. In addition, the proposed applications seek to provide high speed internet to 215,000 households and 14,000 businesses.

ConnectLA is using third-party reviewers to evaluate each application with objective scoring metrics. These 23 metrics will evaluate a wide range of subjects, including experience, technical ability, financial wherewithal, provider matching funds, number of households/businesses served, scalability and small business entrepreneurship. All applications are public and can be accessed at gumbo.la.gov Nearly $90 million will be granted in the first round of GUMBO funding.

Awards will be announced in March with construction starting as soon as May.

997 Fatalities on Louisiana highways in 2021; DOTD and Safety Partners Urge Safe Driving

Highway fatalities in Louisiana in 2021 topped the previous high-death mark set in 2007 (993). Preliminary data for fatal crashes and fatalities along all public highways from January 1 through December 31 currently shows there were a total of 914 crashes and 997 fatalities. These are preliminary numbers and could change as more data becomes available or as tracking the vital statistics of the 914 crashes changes. The official numbers will not be known until the end of March.

This is an increase from 762 crashes and 828 fatalities in 2020.

“The number of fatalities in 2021 is alarming and we can easily stop this trend,” said Gov. John Bel Edwards. “The fact that there are an average of 3 deaths per day on Louisiana highways is unacceptable. If travelers would obey the traffic laws, wear their seatbelts and be patient with one another, we could see these numbers go down considerably. Please keep the people who died in crashes in your thoughts and prayers – there are nearly 1,000 family members who died in 2021.”

“It’s extremely disheartening to see our highway fatality statistics soaring in the wrong direction,” said DOTD Secretary Shawn D. Wilson, Ph.D. “We consistently stress to everybody the dangers of distracted and impaired driving and the importance of seatbelts, but we have to do better. Having nearly a thousand fatalities on the road in a year is inexcusable, unacceptable, and frightening, especially when the vast majority of them are preventable. There is not one parish in the state that did not witness at least one accident. We have to do better Louisiana; it’s everyone’s responsibility.”

“With our families being our number one priority, we should all be doing everything possible to make it home to them,” Sen. Patrick McMath said. “Let’s focus on the road so we and our fellow drivers make it home every day.”

“As first responders, our personnel witness the devastating effects of motor vehicle crashes every day across the state,” said Colonel Lamar Davis, Louisiana State Police Superintendent. “Although most involve damage to property, we are witnessing far too many that result in the loss of life. Troopers will continue to work closely with our public safety partners. But the goal of reducing crashes and saving lives can only be accomplished through a partnership with the motoring public. We will continue to raise awareness through ongoing enforcement of dangerous driving behavior and community education and outreach. However, we encourage all drivers and occupants to always remain properly restrained, avoid all distractions behind the wheel, and never drive impaired. Together we can make a difference and reduce these tragic statistics. Together we can save lives.”

“Two words describe motor vehicle crash fatalities: they are tragic and they are preventable,” said Lisa Freeman, Executive Director of the Louisiana Highway Safety Commission. “While there are certain outcomes we cannot alter, roadway deaths are a public safety crisis that we can do something about. That action plan begins and ends with safe driving practices, all of which are simple as ‘A, B, C,’ and based on common sense: making sure everyone in a vehicle is properly buckled up; not driving if you’re impaired by alcohol or other substances, which include legal, prescription and over-the-counter medications; and finally, by giving the activity of driving, the high concentration it deserves and requires by not being distracted by anything that takes focus off of operating a vehicle. This is the basic recipe for reducing Louisiana’s over 40 percent alcohol-related roadway deaths and its over 50 percent unrestrained traffic fatality rate. We can, and we must, do better. Lives literally depend on it.”

Risky driving behaviors, such as impaired and distracted driving, remain the cause of most highway fatalities. According to statewide crash data statistics from 2017 to 2020, 40 percent of all highway fatalities involved alcohol. Impaired driving is operating a motor vehicle after consuming alcohol or other impairing substances. Distracted driving is operating a motor vehicle in which the driver is distracted by anything inside or outside the vehicle, most commonly cell phone use and texting. Other distracting activities include eating or drinking, talking to passengers, operating the vehicle’s infotainment system, or any other activity that involves the driver not watching the road, letting go of the steering wheel, or not focusing on driving.

Be Prepared for Low Temperatures

The arrival of a cold and frigid arctic air mass will set the stage for a winter weather threat from south Texas to the Carolinas on Friday into Saturday.  Below normal temperatures will remain in place from the end of the work week into the first half of the weekend. Daily high temperatures will only climb into the 40s, with overnight lows in the 20s. Warmer temperatures and rain chances will return on Monday and Tuesday as another upper level disturbance moves into the region.

– Be sure to leave your faucets dripping (plumbers suggest warm and cold) to prevent freezing and bursting pipes.  (Remind loved ones to do the same)

–Make sure your pets have a place to escape the cold.  (Remind loved ones to do the same for their pets)

Jeremie D. Aldy of Saline Sentenced to 19 years of Incarceration in Natchitoches Parish

According to the Natchitoches Parish Journal, Natchitoches Parish District Attorney Billy Joe Harrington announced the sentencing in a recent criminal case in the 10th Judicial District Court.

Jeremie D. Aldy, 44, of Saline, was sentenced to 19 years of incarceration for aggravated arson. Aldy’s sentencing was subsequent to pleading guilty to the charge, which was committed in January 2021. Aldy admitted to setting fire to a home with two occupants, who were injured as a result. Aldy has two previous felony criminal convictions. Judge Lala Sylvester was the presiding judge in this case.

Angler’s Perspective: Advertising And Today’s Angler

There are old sayings, “If you look good, you’ll play good” or “You only play as good as you look.” These sayings have been heard in the sports and business world for decades. To be a great salesman or a great player, it’s mentally important to look good. Today’s professional bass fishermen have definitely cornered the market on self-promotion and looking great. From their truck and boat wraps to their fancy fishing jerseys, today’s pro anglers know how to look good.

Let’s start with the jersey. Anglers today are literally advertising icons as they walk around with all their sponsor logos on their fishing outerwear. It has been this way since it all began in the late 1960’s as anglers back then wore the old jump suits with sewn on patches. Then someone thought of the idea to sew these patches on a sleeveless vest, which not only looked good, but was more comfortable to wear. Today’s anglers are wearing state of the art performance dye-sublimated shirts with every inch of their jersey covered in sponsor logos. These multi-colored shirts are made with built in UV protective sunscreen that’s designed to keep a fisherman both cool and dry.

If there’s one thing the FLW organization revealed to the professional angler, it was how to look good while tournament fishing. FLW introduced us to the fancy boat and truck wraps you see today navigating across our lakes and up and down the highways of America. These rolling billboards are easy to spot and there’s no mistaking who they are. Don’t forget, anglers eat up all the attention they get when they pull into a gas station or pull up at a boat ramp. This attention gives them that rock star feeling that we all crave. Also understand, these rolling billboards have a purpose…to bring as much attention as possible to the angler’s sponsors. Every logo on each boat and truck is strategically placed based on how much the sponsor is willing to pay. If sponsors want to be on the hood….they’ll pay a premium price. But if they are okay with being on the lower left fender, they’ll pay a lot less.

You see, FLW took notes from NASCAR back in the 1990’s and decided to follow the same format for advertising. But FLW took it a step further by placing coordinated wraps on both the boat and the truck pulling it, giving the sponsor more bang for their buck. This is also a way for the professional angler to supplement his income. Every year anglers are on the phone or knocking on doors during the offseason, trying to convince companies to be a part of their sponsorship package. This is not just income for the angler, but it also helps pay for their entry fees for whatever circuit they are fishing. Some of this money is used for hotel accommodations, as well as food, while they are on the road.

This promotional advertising system has gotten the attention of many young high school and college anglers all across America. Young people today love the flashy, fancy, good looking fishing jerseys. It’s one reason why so many anglers have taken an interest in bass fishing. And again, “If you look good, you’ll play good.” So, the next time you’re at a professional bass tournament, you’ll understand the reason for the boat and truck wraps and the fancy fishing jerseys; it’s sponsor recognition, which allows anglers to fish at the highest level.
