Qualifying for the November 8th election ends Today at 4:30 P.M.  Qualifying began July 20th, and will run end today, July 22nd at 4:30 p.m. at the Bienville Parish Clerk of Courts Office.

So far, dozens of candidates have qualified for local political offices.  There are several political offices in which no candidates have yet qualified.  You still have until 4:30 p.m. today, Friday, July 22, to qualify.  Clerk of Court Eddie Holmes said, “Please do not wait until the last minute on Friday as it does take time to qualify each candidate.  Once the State closes qualifying on Friday, that is it. There are no other opportunities. I do not control opening and closing qualifying.”

Ringgold High School Welcomes Kasey Loe Salvaterra

Kasey Loe Salvaterra “Mrs. Sal,” an educator for 19 years, has joined Ringgold High School as Counselor and Instructional Coach.

A graduate of Arcadia High School, Mrs. Salvaterra obtained both a Bachelor of Science in Education and Master of Education in Educational Leadership from Louisiana Tech University.

She has previously served as the 3rd – 8th Grade Mathematics Instructional Coach for Bienville Parish, the 6th grade math teacher at Arcadia Middle School, and 3rd – 5th grade math teacher at Crawford Elementary.

Mrs. Salvaterra was also employed by the Louisiana Department of Education as a Regional Talent Coach.

Additionally, Mrs. Salvaterra has earned several accreditations and credentials such as Louisiana Teacher Leader and Louisiana Certified Mentor Teacher.

Gov. Edwards Signs the State’s Updated Strategic Highway Safety Plan – 971 People Died in LA Car Crashes in 2021

On Monday, Governor John Bel Edwards was joined by Louisiana Department of Transportation and Development Secretary Shawn D. Wilson to discuss the Department’s updated Strategic Highway Safety Plan (SHSP).

The SHSP, which is updated every five years, identifies emphasis areas, strategies and tactics for reducing fatalities and serious injuries on all public roads across the state. This is developed with input from driver behavior safety experts, engineers, law enforcement personnel, emergency service providers and advocacy groups and is implemented is through ongoing activities by a variety of stakeholders and state agencies.

Preliminary data shows 971 people lost their lives due to a motor vehicle crash in the state last year. This is a 17% increase from 2020, where there were 828 fatalities. The state has experienced this highest percentage increase in one year since crash fatality records have been kept.

“The statistics are alarming,” said Gov. Edwards. “The loss of nearly 1,000 motorists on our roadways is devastating and a number that desperately needs to decrease and be non-existent one day. With the safety strategies implemented by our agencies and safety partners, we aim to make all Louisiana public roads safer—where no one is killed or seriously injured in traffic-related crashes.”

“The safety of our roadways and our motorists is of the utmost importance of this Department and this Safety Plan provides quantitative data for strategies on improving the safety conditions throughout the state,” said Wilson. “With the support of the Governor and our partners on the federal, state, and local levels, we continue to work towards eliminating traffic-related deaths and injuries. One death is one too many and it is our goal to reduce the number of crashes and severe injuries by 50% by 2030.”

“When poor decisions are made while driving or riding in a motor vehicle, the consequences can be far-reaching. A single bad decision by one individual can cause a devastating ripple effect of pain and suffering throughout an entire community of family, friends, and loved ones. Louisiana State Police works closely with our public safety partners to increase enforcement and provide public safety education; however, we need every motorist to partner with us. This means avoiding distractions while driving, maintaining a safe speed, ensuring every passenger is properly restrained, and never driving while impaired. Together we can make a difference and save lives,” said Colonel Lamar Davis, Louisiana State Police Superintendent.

“The increase in risky driving behavior, which we have seen in Louisiana and throughout the country, is as much a public health epidemic as any other community crisis,” said Louisiana Highway Safety Commission Executive Director Lisa Freeman. “The inherent tragedy of traffic fatalities is that they are preventable. Unsafe driving behavior doesn’t just happen. It’s a choice—a choice between driving sober or driving impaired; a choice between driving focused or driving distracted; a choice of buckling up and driving the speed limit or being unrestrained and speeding. We urge everyone to make the right choice—the only choice that gives us a chance at safely arriving at our destinations.”

Based on data for contributing factors associated with fatalities and injuries, the emphasis areas for the updated plan, which focus on older and younger drivers within each area, are distracted driving, impaired driving, occupant protection and infrastructure and operations, which includes roadway/lane departure, intersections, and non-motorized users.

Strategies for each of these areas will be implemented through data that identifies potential behavioral and/or infrastructure issues using policies, programs and projects to positively impact the number and severity of crashes and target solutions to the appropriate geography and demographic.

Some of these strategies include:

  • Increasing education efforts and community outreach programs statewide and at local level
  • Strengthen laws and public policies to prohibit risky behaviors such as distracted driving
  • Increase accountability through enforcement or other methods
  • Identify, develop and deploy engineering solutions along corridors found to experience severe crashes related to risky driving behaviors such as impaired driving or distracted driving
  • Increase number of child passenger safety and CarFit technicians in the state and spread awareness to local communities

Obit: Tony Kenneth Choate

Mr. Tony Kenneth Choate passed away at the Courtyard Nursing Facility of Natchitoches on Tuesday, July 19, 2022. He was seventy-five years old. Mr. Choate was born to Wilbur and Virginia (Lewis) Choate on December 20, 1946 in Chestnut, Louisiana.

Tony was a veteran of the Vietnam War. He was a long time truck driver and also served the town of Saline as its Chief of Police for nearly twenty-six years. He was very active and loved to hunt and fish, but his favorite pastime was farming. His vegetable gardens where the stuff of legend.

Those left to cherish his memory are his wife, Peggy (McCormic) Choate; son, Paul Choate; grandchildren; Lilith Choate, Austyn Choate, Alayna Choate, Katy Choate; brothers, Tommy Len Choate, and Wilber Choate.

Proceeding Mr. Choate in death were his parents; son, David Choate; brother, William Choate; and sister, Joy Choate.

Friends may visit with the family on Friday, July 22, 2022 at the Southern-Edmonds Chapel in Jonesboro, from 11 AM until 12 noon. The funeral service will begin at 12 noon with Father Dutch Voltz officiating. Burial will be at the Strange Methodist Church Cemetery in Readhimer, Louisiana.

Serving the family as pallbearers will be Austyn Choate, Paul Choate, Randy Mason, Jacob Watson, Brendan Ferrington, and Daniel Dunn.

Angler’s Perspective: Worm Fishing Is a Little Tricky

Fishing with plastic worms has been around ever since Nick Crème stunk up his kitchen and poured the first soft plastic worm in 1949. This one bait revolutionized bass fishing forever, and it became, and still is today, the number one way to catch bass.

Anglers like Roland Martin and Larry Nixon made a great living winning tournaments with the plastic worm. In the beginning, there were mainly three colors to choose from: black, blue, or purple. But over the years other manufacturers like Zoom, Strike King, Berkley, and V&M now offer worms in a multitude of colors and sizes. Today let’s look at a couple that have made their mark on the bass fishing world.

One worm that has withstood the test of time is the 6-or 7-inch straight tail worm, or as Zoom calls it, a “Trick” worm. More fish have been caught on a straight tail worm than any other worm ever made. Over the years, no bait has brought more fish to the scales or put more money in the pockets of anglers. It’s a bait that allows anglers to use an array of techniques to fish it. A shakey jig head, drop shot, Texas rig, or a Carolina rig are the most popular ways to fish it, but it’s also a great bait when fished weightless.

The straight tail worm will flat out catch fish when other lures will fail. Why? I think it’s because it can be fished so many different ways, and it always seems to look natural in the water. One key for me when fishing this bait is to not over-weight it. Simply put, don’t use a real heavy weight with this worm, as it tends to take away the action of the worm. My personal set up for a 6-or 7-inch “Trick” worm is Texas rigged with a 2/0 Gamakatsu Round Bend Hook and a 3/16 Elite Tungsten weight fished on 14- or 15-pound fluorocarbon line…but I will go to a ¼ ounce weight if the wind is blowing.

Another worm that has caught fire is an oversized version of the Zoom Trick Worm called the “Magnum” Trick Worm. It’s an 8-inch worm and is 2 inches longer than its cousin, “Trick” worm. This bait has really come to the forefront of bass tournaments in our region. There’s a saying among anglers, “Big baits catch big fish.” Well, if you think the 8-inch Magnum

Trick Worm is good, tie on a V&M J-Mag 10-inch worm! This worm defines what a big worm really is and will put fish in your live-well that any angler would be proud to have. Either of these big straight tail worms will work. Some days they seem to want the smaller 8-inch version, but then are days when the big fish want that bigger 10- inch bait. You just have to try both to see which one they want.

Both of these, when Texas rigged, may require a heavier weight like a Tungsten 3/8 or ½ ounce. I like to fish either of these in shallow or deep- water conditions. So, if you want to upgrade your catch and put quality fish in the boat, tie on either the 8-inch Magnum Trick Worm or a V&M J- Mag 10-inch worm. Nothing gets me more excited than catching bass on a worm. There’s just something special about getting a Texas rigged worm bite and you feel that slight “tick” and you set the hook! 100 Years Ago: Sheriff Nabs Saline Bootleggers

Prohibition in the United States began on January 1, 1920, and the manufacture, importation, sale, and transport of alcohol became illegal.  All across America, people who participated in the alcohol trade, who had been law-abiding citizens, became outlaws of sorts.  Bienville parish was no exception.

Sheriff J.E. Currie was determined to “rid the parish of that class of law violator.”  Sheriff Currie installed special deputies in communities, towns, and villages in the parish whose sole purpose was to arrest illegal manufacturers or possessors of liquor, so-called bootleggers.

Deputies E.E. Howell, Jim Vance, and special deputy C.A. Sullivan had been working on a case against bootleggers in Saline for some time but until July 8, 1922, they were unable to secure enough evidence to make an arrest.  

On that Saturday night, July 8, the deputies finally got the necessary evidence to justify arrests although sources failed to detail what that evidence was.

On the following Monday morning, Sheriff Currie travelled to Saline and arrested Oliver Smith of Natchitoches parish, Tom Babers and Manie Williams of Bienville parish.  Oliver Smith and Tom Babers were charged with the illegal possession of liquor.  Manie Williams was charged with the illicit manufacture of liquor.  These were the first arrests of bootleggers in Saline.

Prior to prohibition, about 15% of all tax revenue came from legal alcohol sales.  The Great Depression in the 1930s led to a further loss of tax revenue.  Prohibition was eventually repealed on December 5, 1933.

Qualifying for the November 8th election began July 20th, and will run through Friday, July 22nd at 4:30 p.m. at the Bienville Parish Clerk of Courts Office.

So far, dozens of candidates have qualified for local political offices.  There are several political offices in which no candidates have yet qualified.  You still have until 4:30 p.m. tomorrow, Friday, July 22, to qualify.  If you are interested in qualifying, it would be wise to do so as soon as possible.

LANE CLOSURE: I-20 westbound off-ramp at Exit 69 (Arcadia/Dubach), Bienville Parish

The Louisiana Department of Transportation and Development advises motorists that beginning tomorrow, Thursday, July 21, 2022, the right lane and shoulder of the I-20 westbound off-ramp at Exit 69 (Arcadia/Dubach) in Bienville Parish will be closed.  This project will improve safety and traffic flow at the I-20 westbound off-ramp at Exit 69 (Arcadia/Dubach).

This lane/shoulder closure is anticipated to last approximately one week, and is necessary to allow the contractor to continue working to extend the deceleration lane at this location.

The $454,572 project will lengthen the deceleration lane to allow for greater vehicle storage capacity as motorists prepare to reduce their speed and exit.

These types of projects also decrease the number of conflicts between slower and higher speed vehicles on the interstate, improving safety at the interchange.

Extending the deceleration lane also reduces the delay associated with the stop-and-go effect that interrupts normal traffic flow on the ramp.

Intermittent lane closures will be necessary as the project moves forward, and further information will be provided at that time.


Can You Help Solve a Burglary?

On June 20, 2022 BPSO deputies responded to a possible burglary at 120 Hiser Road off La 9 south of Arcadia. Investigation revealed that unknown individuals had gained entry onto the gated property by sawing through a pipe at the gate and removing part of the fencing. The intruders then proceeded to a large metal building located on the premises and gained entry by cutting a deadbolt on a rear door.

Although the transformer to the building was still energized, two weather heads had been removed from the building and the power source was cut off. Copper cable was removed from the conduit from the weather heads outside the building and copper cable and wiring from conduit located in the first and second floor ceilings inside the building.

Estimates to replace and repair damages exceed $100,000.

The property owner is offering an undisclosed cash reward to anyone who provides information leading to the arrests of the perpetrators of this crime.

Local JET Participants Explore Educational Opportunities at LaTech, Grambling

The JET participants took off to explore local education opportunities after finishing their first week of work. They toured Louisiana Tech University, received a personal tour of Grambling State Univeristy by our very own Ja’Deric, and visited the great Edddie Robison Museum.

JET is a program started by the Bienville Parish Police Jury and LSU AgCenter. Since 2008 the program has gained a strong reputation among the community for its youth enrichment. During the 4-week program, youth 16 to 18 years-old earn income while being employed at various public and private businesses. Not only does the program provide a valuable first employment opportunity, but it also equips teens with practical skills:

GBT’s Cullen Bishop Completes Leadership School

Gibsland Bank & Trust’s Cullen Bishop successfully completed the 2022 Leadership School, “Growing our Next Generation of Leaders”, a six-month program that included online coursework and five instructor-led sessions focused on developing leadership skills and enhancing knowledge in various areas of banking.

The program was provided by the Louisiana Bankers Association and held in Baton Rouge at The Bankers Center. The program hosts students from all over Louisiana. The 2022 session marked the 13th year of the program.
