If a ditch or alley is on private property and not under a public servitude/right-of-way, the property owner is responsible for mowing/clearing.
The Town generally can’t use public funds on private property (La. Const. Art. VII §14, “anti-donation” rule).
If there’s a public drainage servitude, the public entity may maintain drainage—that’s different from routine yard work.
